If it’s not for collector purposes, there’s no reason to use a manifold for a K or P horn. Just take a small block of aluminum, drill for the bolt hole spacing, drill the center for a quarter inch airline, throw a gasket or O-ring between the bell and the block, and you’re done. Since your manifold is already tapped try reducing the restrictions there. Those restrictors have a larger orifice than the inlet on the bell foot so they won't make any difference until that hole is smaller. Normally the restrictor is placed in the bell rather than the manifold. This is quite common from the factory on the big bore #5 bells, though I've never heard of a 4...

Rio Grande had them on their SD50’s, which were a canceled order for Chessie. Doesn’t sound like your paint colors match that though
